When i upgraded exchange 2010 from SP0 to SP1 the New_MailboxImport and Exportrequest where not available which are new in SP1. The following command can fix this (for the administrator user):
New-ManagementRoleAssignment –Role “Mailbox Import Export” –User Administrator
